Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> N -Processing Waste R -Topsoil <br /> COMMENTS <br /> This was a partial inspection of the New Horizon 2 Mine conducted by Brock Bowles of the Colorado Division of <br /> Reclamation Mining and Safety. Frank Ferris of Western Fuels-Colorado (WFC)was present for the entire <br /> inspection.The weather was snowing in the morning,tapering off in the afternoon but it remained cloudy,windy <br /> and cold. The ground conditions were snowy and muddy which limited access to many areas of the mine. <br /> FISH and WILDLIFE—Rule 4.18: <br /> A bald eagle and golden eagle were seen by the dryland reference area. Deer were eating grass around the <br /> facilities area and in the reclaimed fields. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage —Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> Pond 7 contained water but was not discharging. The pond surface was mostly frozen(photo 1). The <br /> discharge point was free and clear of obstructions (photo 2). <br /> Pond 8 contained water but was not discharging. The pond surface was mostly frozen with a patch of snow(photo <br /> 3). <br /> Pond 13 contained water and was discharging. The pond surface was also mostly frozen. The trench drain was <br /> also discharging (photo 4). <br /> The straw waddles that were noted in the last inspection report as needing repair on the North side of the Morgan <br /> property were indeed repaired. The waddles in a different location along the same section of the BB Road are <br /> needing to be repaired.
