January 27, 2016 C-1981-012/New Elk Mine RDZ <br />The following observations with culvert were made: <br />No problems were seen with culvert C64, but it appears to be longer than shown on Map 13. <br />Culvert C87 is half full of sediment; as noted before, it is recommended that NECC clean this culvert. <br />The following observations with ditches were made: <br />Mr. Massarotti indicated that he improved Ditch D22. This was not confirmed due to the depth of snow in <br />the ditch. <br />Ditches D15, D32, D32A, and D32B are all three feet deep or more, and all appear to be much larger than <br />the specification (Table 20 in the PAP), indicating that there may be an error in this table. This issue <br />should be addressed by NECC and the Division. <br />The following ponds were inspected: 001A, 004A, 006A, 007A, and 08. (Note that the complete names of the <br />ponds may not agree with past inspections. This is due to discrepancies in the PAP.) All appeared to be holding <br />significant volumes of snow, ice and likely some liquid water except Pond 004A, which just had snow in it. None <br />of them was discharging. No problems were seen with spillways or embankments. There was too much water in <br />the ponds to assess the sediment levels in Ponds 007A and Pond 08. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />The area below the road to the RDA was viewed from the highway. No erosion was seen. No problems were <br />seen with other roads; Mr. Massarotti has kept them clear of snow. <br />OFFSITE SUPPORT FACILIITES - Rule 4.04,4.28: <br />The Jansen loadout was inspected and no problems were identified. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />NECC has constructed a ring ditch around Topsoil Stockpile #2 to preserve the topsoil. <br />Number of Partial Inspection this Fiscal Year: 6 <br />Number of Complete Inspections this Fiscal Year: 2 <br />Page 3 of 6 <br />
