♦1 0
Mr. Zach Trujillo
January 27, 2016
Page 3
Response: Please see response to comment Item 70(a). Volume 15, Rule 2, pages 17-18 have been
revised in an attempt to clarify the drill hole data that is summarized in Exhibit 6, Item 9.
d. In the process of addressing items b. and c., please be specific about which horizons will be handled
selectively and how that will be accomplished.
Response: A new data analysis that has been presented in Section 2.04.6, Exploration Test Boring
Results Summary indicates (based on Colowyo's overburden monitoring program) that selective handling
for overburden is not necessary. Data presented and approved under PR -03 in Section 2.05.6(3) also
provides additional documentation indicating that overburden present at the Collom Mine does not
require selective handling. Finally, Colowyo did not propose any changes to Sections 2.04.6 or 2.05.3(6)
under PR -04, and the overall plan for the Collom Pit is virtually the same as was permitted and approved
under PR -03. That being said, the Division has already concurred and approved under PR -03, that
selective handling for the Collom Pit is not necessary based upon the same exact data set (Exhibit 6, Item
9). For further information on the Division's prior decision, please refer to Section B.III.E in the
Division's "Proposed Decision and Findings of Compliance for the Colowyo Coal Mine C-1981-019
Permit Revision No. 3", dated April 10, 2013. No updates were made in regards to this comment.
Also included with this adequacy response package are revised materials and a change of index
sheet to ease incorporation of revised materials into the permit document. If you should have any
additional questions or concerns, please feel free to contact Tony Tennyson at (970) 824-1232.
Sincerely,
Al
Barbara A.
