January 21, 2016 C-1981-035/King Coal Mine RAR <br />TOPSOIL - Rule 4.06 <br />Removal 4.06.2; Storage and Protection 4.063.- <br />o <br />.06.3: <br />o The King II topsoil piles were covered with snow. <br />o Topsoil piles were adequatly marked as such. <br />o The topsoil pile adjacent to the King II sediment pond and the main topsoil stockpile <br />behind the stack tubes appeared stable and adequately protected from erosion by wind and water. <br />EXCESS SPOIL and DEVELOPMENT WASTE - Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />o There was no evidence of recent activity related to compaction and grading of material at the King I <br />refuse pile as roads leading up to the compaction area were snow covered and unplowed. <br />REVEGETATION - Rule 4.15 <br />Vegetative Cover; Timing: <br />o The vegetative cover was mostly under snow as were the sediment pond slopes. The slopes appeared <br />stable and well protected from erosion by wind or water. <br />AIR RESOURCE PROTECTION - Rule 4.17 <br />o No trucks were travelling up and down the main King II haul road or waiting to be loaded. <br />o Without traffic and as the ground was frozen no dust was being generated along King II haul or access <br />roads. <br />FISH and WILDLIFE- Rule 4.18 <br />o Wildlife frequent the site and elk, bird and bobcat tracks were visible in the snow. <br />Number of Partial Inspection this Fiscal Year: 4 <br />Number of Complete Inspections this Fiscal Year: 3 <br />Page 4 of 12 <br />
