Twentymile Coal Company <br />29515 Routt County Road # 27 <br />Oak Creek, Colorado 80467 <br />(970) 879-3800 <br />November 19, 2015 <br />Mr. Eric Mink <br />Colorado Department of Public Health and Environment <br />Water Quality Control Division - Permits and Enforcement <br />4300 Cherry Creek Drive South <br />Denver, CO 80222-1530 <br />Phone: (303) 692-3603 <br />RE: PERMIT CO -0027154: NOVEMBER 2015 DMR SUBMITTAL <br />Dear Mr. Mink: <br />During the month of November 2015 the following Outfalls flowed: <br />• Outfall 003A (Pond B) flowed each week of the month, with exception of the last week. <br />• Outfalls 005A/MON5 (all Pond D) did not flow the first week of the month, but subsequently flowed the remainder of <br />the month. <br />Two exceedances were noted for Outfall 003A for Total Suspended Solids (TSS), for both thirty day average and seven day <br />maximum. 30 day average concentrations were 41.8 mg/L versus permit limit of 35 mg/L. 7 day maximum was 80 mg/L <br />versus the permit limit of 70 mg/L. The increase in TSS may be the result of periods of precipitation/snow melt during the <br />month. As indicated, the Outfall stopped flowing the last week in November, and has not flowed to date due to low <br />temperatures and freezing. Historically, it's possible that the Outfall may not flow again until next year's spring melt. This is <br />the first exceedance at this Outfall for 2015. <br />I've added an upstream boom across the water which may act to slow water speed through the flume. We may also consider <br />installing a baffle curtain system in the pond to increase residence time, slowing water speed and allowing particulates to drop <br />out in the pond before discharging. I will be contacting a hydrology consultant(s), to find a solution to this as a possible future <br />issue. <br />During the month the following Outfalls did not discharge.
