<br />Dear Linda Saunders:
<br />Energy Fuels Coal, Inc. (EFCI) is the owner and operator of the Southfield Mine. The Southfield Mine
<br />(Mine Site) area is located approximately 8 miles south of Florence, Colorado on County Road 92.
<br />EFCI ceased active mining operations in the underground mine in December 2000. Reclamation of
<br />mine -related surface disturbance was initiated in August 2001 and substantially completed in August
<br />of 2003. The State of Colorado currently holds a cash reclamation bond as surety for final reclamation
<br />of all mining and related disturbance areas associated with EFCI's mining operations.
<br />Consistent with applicable regulatory provisions, EFCI intends to file an application with the Colorado
<br />Division of Reclamation, Mining & Safety (DRMS) requesting partial release of the remaining bond
<br />amount associated with the required reclamation work at the Mine Site that has been completed to
<br />date. The application will also request release of liability of specific lands and structures within the
<br />Mine Site permit boundary.
<br />As an interested or potentially affected adjoining property owner, surface owner, or governmental
<br />entity, you have the opportunity to access the proposed bond release areas and/or provide comments
<br />for the DRMS's consideration in making a determination on EFCI's bond release request. If you have
<br />questions regarding EFCrs intended bond release request or wish to access the subject areas you may

<br />A public notice regarding this request is being published in the Canon City Daily Record. Following

<br />wish to file comments or objections, your written comments must be received by the DRMS within 30
<br />days of the last date of newspaper publication or 30 days of the date of this inspection, whichever is
<br />later, in order to be considered.
