Croissant Family Trust, Landowner <br />Weld County, Colorado <br />Wetlands tributary to the Big Thompson River <br />Loveland Ready Mix Concrete, Inc. is proposing to perform aggregate mining activities on the Green and <br />Croissant property (Viola C. Croissant / Leon H. Croissant Family Trust, Landowner) that will extract alluvial sand <br />and gravels from the primary alluvial terraces above the Big Thompson River. The project is located southeast of <br />Loveland, south and east of the junction of Weld County Roads 13 and 54 in the North 1/2 of Section 30, Township 5 <br />North, Range 67 West, Weld County, Colorado. <br />Mining of the alluvial aggregate will entail development of four discrete mining cells, generally progressing <br />from west to east across the project site. The mining sequence is initiated with removal and stockpiling of topsoil <br />materials. Where topsoil materials originate from wetland locations with desirable plant propagules, they will be <br />stockpiled separately and used in wetland mitigation. The aggregate mining project is located adjacent to the Big <br />Thompson River. No aspect of the project will include fill, discharge, or excavation of any portion of the river <br />channel or banks. Wetlands to be disturbed within the project are located within mining cells 3 and 4, the last areas to <br />be mined between 2009 and 2024. The Corps of Engineers Denver Regulatory Office's compensatory mitigation <br />policy for long-term projects applies. <br />A total of 6.54 acres of wetlands (jurisdictional and non jurisdictional) will be impacted as a result of mining <br />operations. Impacts include 5.44 acre of oxbow wetlands and 1.10 acre of isolated oxbow and tailwater wetlands. <br />This amount of disturbance represents the greatest acreage of wetland avoidance economically feasible for the project. <br />As mitigation for disturbance of the oxbow channel wetlands, the applicant will create 3.50 acres of relocated oxbow <br />channel wetlands on the project site, and 3.55 acres of wet meadow wetlands on the project site, totaling 7.05 acre of <br />newly created wetlands. <br />The estimated life of this project is 21 years (2003-2024), and will be mined in four phases. The table below <br />shows anticipated mine phases, wetland impacts, wetland mitigation required and associated dates.
