When I <br />talked with him on September 17, 2015, he indicated that EFCI had tested the water for oil and the test was <br />negative, and I assumed he was referring to a test on the storm water I observed in August, 2015. On Sept. 17, <br />2015, 1 wrote to him for a copy of the test report which he never sent to me (in spite of three written requests), <br />and your posting of the report on Nov. 23, 2015, was the first that I was able to view the report. This report was <br />on a water sample taken June 5, 2015, and in no way is related to the storm water that I observed the oil <br />sheen. It turns out that Al did not visit the tunnel until 5 days after I reported the oil sheen at which time the <br />storm water had essentially dried up or had been discharged to Pond 5. 1 don't know what was the source of the <br />oil that caused the oil sheen in August, but I have attached a photo, taken Nov. 3, 2015, of the wall of the <br />tunnel showing an oil stain on the lower part of the corrugated steel.
