COLORADO
Division of Reclamation,
Mining and Safety
Department of Natural Resources
1313 Sherman Street, Room 215
Denver, CO 80203
January 14, 2016
Al Weaver
Energy Fuels Coal, Inc.
P.O. Box 459
Florence, CO 81226
Re: Southfield Mine (Permit No. C-1981-014), water quality results for spring in Magpie Diversion
Dear Mr. Weaver:
On December 4, 2015, DBMS staff obtained the following field measurements (using an Extech EC500
meter) of the developed spring within the Magpie Creek Diversion: temperature 15.5 deg C, pH 6.3,
conductivity 5,600 ps/cm, TDS 4,000 mg/L. Sample bottles were filled, and after the inspection these
were taken to the Colorado Department of Public Health and Environment (CDPHE) water quality
laboratory in Denver, Colorado. The enclosure to this letter presents the lab results.
Of considerable note are the concentrations of Total Dissolved Solids (TDS) and sulfate, although high
values of these constituents are expected from spoil springs. A TDS value of 4,700 mg/l was detected,
which nearly puts the water in the classification of saline. The sulfate concentration of 2,900 mg/1 is an
order of magnitude higher than the CDPHE domestic water standard of 250 mg/l for surface water
(CDPHE Regulation 31, "The Basic Standards and Methodologies for Surface Water"). The Division did
not identify any exceedances of the agricultural standards in Regulation 31.
As discussed previously, the Division would like to receive Dr. Corley's opinion of these water quality
results, and if he thinks that the spring is an asset or detriment in its current condition. After we receive
his opinion, we will discuss the matter with EFCI as part of the SL -03 adequacy process.
If you have questions or need additional information, please contact me.
Sincerely,
Robert D. Zuber, P.E.
Environmental Protection Specialist II
Enclosure
Cc: Dr. W.D.
