Memo <br /> ***Confidential*** <br /> 1-19-2007 <br /> TO: David Bird <br /> From: Russ Means <br /> Subject: Meeting with BLM and Energy Fuels Corporation concerning NOI and 112 <br /> Uranium Mining Permit for the Whirlwind Mine. <br /> David: <br /> On January 18th, 2007 Division staff met with representatives from the Grand Junction <br /> BLM Office and Energy Fuels Corporation regarding activities at the Whirlwind Mine. <br /> Energy Fuels is currently working under an NOI issued to Little Maverick Mining at the <br /> Whirlwind Mine. Little Maverick was bought by Energy Fuels and is now a principal in <br /> the company. <br /> The purpose of the meeting was for Energy Fuels to lay out the general plan for the <br /> submittal of an additional NOI and the process for beginning the 112 permit process with <br /> the Division and permitting process with BLM. Currently, Energy Fuels plans on <br /> submitting an NOI for the adjacent reclaimed Packrat Mine and hopefully re-establishing <br /> a portal for an emergency escape way and improved ventilation for the Whirlwind. <br /> Energy Fuels has hired Lewicki and Associates as consultants for the project. From what <br /> was presented at the meeting, Energy Fuels plans on presenting a comprehensive <br /> application that along with the normal requirements will address in depth geo-chemical <br /> issues for waste rock and ore along with surface and groundwater quality issues. The time <br /> frame is to submit the NOI within 4-6 weeks and their target for obtaining a full permit is <br /> currently Late November. <br /> Currently Energy Fuels is gathering baseline data on water quality, general hydrology <br /> and geo-chemistry. They have requested some information that I am forwarding to you <br /> for answers concerning parameters and methods. Could you please clarify for me the <br /> following? <br /> A) Which water standards is the Division going to be using for analysis of <br /> constituents for water sampling? They propose using agricultural standards <br /> versus drinking water or aquatic. The reason being is that the area is remote and <br /> there are neither residences near by nor aquatic sources. <br /> B) Along with the standard test for constituents are there any others the Division <br /> would like to have tested for? <br /> C) Will the Division be looking for Dissolved or total solids in the results? I told <br /> them that typically we had looked at Dissolved but would verify that through you. <br />
