The weather was clear. The <br />ground was mostly covered with snow, which limited the inspection. Al Weaver, representing EFCI, also attended <br />the inspection. The beginning of the inspection included an on-site discussion with Tony Adamic of Fremont <br />County regarding the problems with the road near the entrance gate. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Pond 5 was dry, save for about two inches of snow, and not discharging. No major problems were found with <br />embankments, flumes, or spillways. <br />ROADS Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />The inspection entailed another look at the sediment on County Road 92 (CR92) near the main gate into the <br />Southfield Mine. Tony Adamic, who now works for Fremont County and used to work at the mine, said that it is <br />very likely that Dorchester placed plant reject material along the road, but he also noted that this road had been <br />used and maintained historically for other mining activity, prior to Dorchester. Mr. Adamic plans to look further <br />into the possibility of County work on this road.
