RULE 2 PERMITS
(outside fenced storage) also provides storage of the larger parts due to limited covered building space.
Employees will have a designated area (before and after their shift) to change either into their work
clothes or back into their street clothing. Shower facilities are provided in the complex. Additional
structures in the complex include a diesel fueling and gasoline fueling station for both the large mobile
mine equipment and the mine pickup truck fleet and a tank farm building. Mobile equipment and
employee parking areas are also provided at the complex. A coal stockpile areas shown on Map 22B near
the truck dump and retaining wall provide for temporary storage of the coal. A potable water treatment
plant, powder magazines, and a temporary hazardous waste storage facility are also located in the
facilities area.
Drainage from the entire facilities pad including the shop and warehouse complex will be collected and
stored in the "storage pond" as identified in the Plant Facilities Detail on Map 22B.
Assay Laboratory, Emergency Vehicle Garage
Coal analysis will be performed in the- laboratory portion of the structure. The remainder of the structure
is used for storage of the emergency response vehicles. Included in this area is a paved parking lot used
for all production and maintenance personnel based in the area and some company owned small vehicles.
Crushing and Loadout Facilities
The coal crushing and loadout facilities include two separate facilities: (1) primary crusher; (2) secondary
crusher and train loadout;
The primary crusher facility will be located in Section 35, Township 4 North, Range 94 West, as shown
on Map 22B. Included in the primary crusher facility are a raw coal stockpile area, a truck dump, a
primary crusher, a covered conveyor, a storage bin, and a truck load -out.
Coal will typically be hauled from the pit in rear dump haulage trucks to the primary crusher site. The
coal is then dumped directly into the truck dump hopper, or stockpiled. The truck dump hopper will be
equipped with dust control spray bars. The coal from the stockpile is fed into the hopper by front -end
loaders. Feeders at the bottom of the truck dump hopper discharge the coal into the primary crusher. The
primary crusher reduces the raw coal to an approximate 8 inch minus size. Following primary crushing,
the coal is discharged onto a conveyor belt which transports the coal to a storage bin. The coal is then
gravity discharged into highway trucks and hauled to the secondary crusher facility.
The secondary crusher and train load -out facility is known as the Gossard Loadout and is located in
Section 22, Township 4 North, Range 93 West.
Included in Gossard Loadout facility are a coal stockpile area, a truck dump, a secondary crusher, a
covered conveyor, a crushed coal stockpile, and a train load -out. Construction was completed on this
facility in 1979. In 1987 a covered reclaim conveyor was added.
The coal stockpile is utilized for storage of the coal hauled from the primary crusher facility. Depending
on the amount of coal in the "live" stockpile and /or the operating status of the secondary crusher, coal can
be placed in temporary storage or directly discharged into the truck dump. Trucks, the reclaim conveyor,
and /or a front -end loader can discharge coal into the truck dump hopper. When coal is stockpiled -at a
distance to the West of the truck dump, front -end loaders reclaim the coal and feed the reclaim conveyor
which transports the coal directly to the truck dump hopper. Feeders at the bottom of the hopper will
discharge the coal into a secondary crusher. The secondary crusher will reduce the coal to an approximate
1 1/2 inch by 0 inch size. After secondary crushing, the coal is conveyed on a conveyor belt for discharge
Collom — Rule 2, Page 95 Revision Date: 9/28/11
Revision No.: PR -03
