RULE 2 PERMITS <br />through a stacking tube into the crushed coal stockpile. The coal is then fed by gravity directly into unit <br />trains which pass through a corrugated steel tunnel located beneath the crushed coal stockpile. <br />All the conveyors are completed with walkways on both sides of the belt and are enclosed to control <br />emissions. A bag house is installed at the secondary crusher building. Additional fugitive dust control <br />measures for the coal crushing handling, and loadout facilities are discussed in Volume 1, Section 2.05.6. <br />Drainage from the primary crusher will enter the active mining area. Drainage from the Gossard Loadout <br />passes through one of three sedimentation ponds located on the northeast side of the facility as shown on <br />the Hydrology - North Map (Map 11). <br />Explosives Storage Area <br />Details concerning the existing explosives storage facility are found in Exhibit 16 - Explosives Storage <br />Facility, and Map 22, Existing Structures South. <br />The existing storage facility is in compliance with all requirements of the Mine Safety and Health <br />Administration and Bureau of Alcohol, Tobacco, Firearms and explosives. <br />The Collom area explosives storage facilities are scheduled to be constructed near the western perimeter <br />of the Plant Facilities area (See Map 22B) and will meet or exceed all MSHA and BATFE regulations. <br />The planned configuration of the explosives storage facility (high explosive magazines area) will mirror <br />the construction, magazine orientation and relative configuration of the existing facility. Overall volume <br />of high explosives used by Colowyo collectively while mining activities transition over time from the <br />existing operation to the Collom area exlusively logically dictates the number, capacity and configuration <br />of the Collom facility magazines be similar if not identical to the existing facility to ensure sufficient <br />magazine capacity is available at the time peak utilization of high explosives in the Collom area will <br />occur. This logical approach is also applied to the ammonium nitrate, emulsion and Type V magazine <br />storage area also identified on Map 22B. The configuration of this area will be very similar to the <br />existing structures currently in use at the existing operation (Large elevated storage tanks for ammonium <br />nitrate, a tank storing emulsion, and a designated area to park the Type V magazines -semi trailers). As <br />these structures contain blasting materials and not high explosives, specific requirements governing their <br />management are different and as such are separated by location from the high explosives storage area. <br />Loadout <br />Colowyo's loadout, the Gossard Loadout, is located at the end of the Union Pacific rail line. The only <br />segment of the spur within the permit area is shown on Map 22A, Existing Structures North. <br />Power Lines <br />Because Colowyo utilizes many electric - powered mining machines, a network of electric power lines is <br />located in the permit area to supply electricity to the equipment. The location of the supporting power <br />lines within the Colowyo existing permit area is included in Volume 8, Map 22A. Proposed power lines <br />for the Collom permit expansion area are shown on the Structures and Facilities map (Map 22B). One <br />power line is planned to bring power to Collom area, as shown on Map 22B. <br />Electrical power lines located in the permit area will be constructed in accordance with requirement of <br />Section 4.18 to minimize potential electrical hazards to large raptors. <br />Collom — Rule 2, Page 96 Revision Date: 9/28/11 <br />Revision No.: PR -03 <br />
