RULE 2 PERMITS <br />anticipated to facilitate the stability of the reclaimed land surface; however, this is not anticipated to <br />significantly alter the pre -mining topographical expression. Topsoil placement will be done in a manner <br />that reduces erosion and provides a surface for topsoil that minimizes slippage. Prior to completion of <br />topsoil replacement on 3H:1 V (horizontal to vertical) slopes, a dozer will construct a drainage control <br />bench or furrow, where necessary, to slow water flow on the longer slopes and minimize erosion. The <br />design calculations for the benches and furrows are found in Exhibit 7. At the completion of the final <br />grading, topsoil will be redistributed over the regraded spoil and revegetated in accordance with Section <br />2.05.4. <br />Other surface treatments are also described in Section 2.05.4. A list of the equipment anticipated to be <br />used by Colowyo in the Collom permit expansion area to perform the day-to-day operation of coal mining <br />is shown in Table 2.05.3 of the Original Permit. <br />2.05.3 (2) Operation Description <br />A detailed narrative description of the land to be affected within the Collom area is provided above under <br />the heading Production Methods. The mining plan for Collom is graphically portrayed on the Mine Plan <br />Map (Map 2313). <br />2.05.3 (3) Mine Facilities <br />Existing buildings, structures, utility corridors, loadout, other facilities that will support the Collom area <br />are shown on Volume 8, Maps 21 and 22 and are discussed in Volume 1 2.05.03. These facilities will <br />continue to be used on an as needed basis. Development of Collom will require the construction of new <br />facilities closer to the proposed pit locations (Map 2213). The approximate disturbance footprint of the <br />proposed plant facilities area is approximately 110 acres. Development of the Collom permit expansion <br />area anticipates the need for utility lines, water lines, in -pit haulage routes, crusher, and support facilities <br />including an office, machine shop, and warehouse. Two haul roads (currently identified on Map 25D as <br />Central and East Haul Roads) will lead out of the Collom Lite pit and lead to the primary crusher. Coal <br />will be loaded at the primary crusher into haul trucks designed for use on conventional roads and will be <br />transported on a single access/haul road to the Gossard loadout. This proposed access/haul road runs <br />northeast out the proposed mining area along the West Fork of Jubb Creek (See Map 25E — Collom Haul <br />Road, Sheets 1-10). In order to obtain access to the Little Collom Sediment Pond, an existing two track <br />road will be upgraded as shown on Volume 20, Exhibit 25, Item 1. <br />Main Office <br />The main office for the Collom operation is located in Section 36, Township 4 North, Range 94 West. <br />The office will house Colowyo's administration, engineering, environmental, accounting, and payroll <br />departments as mining transitions from the current facilities to Collom. Refer to the Plant Facilities <br />Detail on Map 22B. <br />Shops, Warehouse Facility <br />Colowyo will maintain a warehouse, welding shop, wash bay, maintenance shop and fuel storage area at <br />the Collom area located in Section 36, Township 4 North, Range 94 West. Refer to the Plant Facilities <br />Detail on Map 22B. <br />Mechanical repair work on the mobile mining equipment fleet will be performed at the shop facility and <br />in the field. A welding facility and tire bay is also a part of the shop facility. The warehouse contains an <br />inventory of equipment parts for use in the comprehensive maintenance program.
