Box 459
Florence, CO 81226
Re: Southfield Mine (Permit No. C-1981-014)
Bond Release Application No. 3 (SL -3) — Second adequacy letter
Dear Mr. Weaver:
DRMS staff has reviewed your responses to our adequacy items (responses in submittal from EFCI dated 31
December 2015). The following adequacy issues require additional responses by Energy Fuels (EFCI).
From general review of application
1. No additional response required.
2. No additional response required.
3. The Division understands that the reference to Attachment 1 was a mistake; no additional
response required. Regarding EFCI's explanation as to why the LS factors for the reclaimed
areas and the non -mined areas are identical, the Division still believes that is best to assess
the LS parameter separately: the post -mining condition should be based on the current
topography of the areas where bond release is sought, whereas the pre -mining condition
should be based on the pre -mining topography of the actual location of the RDA and
facilities area or on the topography of adjacent unmined areas. Also, Map 13 and 29 are
referenced in the sediment demonstration for the mine site; however, these maps are related
to the loadout. Please correct this error.
4. No additional response required.
5. No additional response required.
From review of vegetation reports in application
6. No additional response required.
7. No additional response required.
From bond release inspection and previous inspections
8. No additional response required.
9. As EFCI noted, this discussion is pending the water quality laboratory results.
1313 Sherman Street, Room 215, Denver, CO 80203 P 303.866.3567 F 303.832.8106 http://mining.state.co.us
John W.
