a. 0(1.9 <br />RULE 2.04.9 - SOILS RESOURCE INFORMATION <br />• (1) The applicant shall provide adequate soils information for the permit arca, or in the case of <br />underground mining activities, for those portions of the permit area to be disturbed by surface operations and <br />facilities. Such information shall include at a minimum the following site specific information, or information <br />properly extrapolated from adjacent or similar areas of die same soil type, where the Division determines, in its <br />discretion, such extrapolation is appropriate. <br />(a) Description, sampling and analvsis of soil horizons in sufficient detail to detennine the <br />depths to which identified materials should be salvaged. <br />(b) Soils analysis for representative samples of each soil horizon for each soil tvpe with <br />analysis conducted by a laboratory using standardized soil testing procedure. Soil testing parameters shall include <br />(i) pH' <br />(ii) Salt hazard (electrical conductivity); <br />(iii) Sodium adsorption ratio or exchangeable sodiunm percentage; <br />(iv) Texture; <br />(v) Other analysis as required by the Division for good cause shown; and <br />(vi) The Division may waive any of the above parameters based upon a demonstration <br />• by the applicant that the parameter is not necessary based on site specific conditions. <br />(c) a soils map or enlarged aerial photo of the same scale as the permit area map shall be <br />provided which accurately portrays: <br />0) Soil sample locations; and <br />(ii) The depths to which the operator proposes to strip topsoil within each portion of <br />the permit area. <br />(d) A narrative or table shall be provided which addresses the suitability of each maior soil <br />horizon as a plant growth media based on its physical and chemical characteristics. <br />(e) A discussion of present and potential productivity of soils. <br />(2) The intensity of soil sampling and the number of samples to analyze shall be based on the <br />complexity and variability of soils within the permit area. <br />(3) Where the applicant proposes to use selected overburden materials as a supplement or substitute to <br />topsoil, the application shall provide results of the anahses, trials, and tests required under 4.06.2 <br />RESPONSE <br />Within the permit area, surface operations, the Fish Creek Borehole location and access road, and other future <br />• facilities may disturb three soil types. <br />APPROVE 3 APR 2 4 2000 <br />Permit Renewal No. 3 2.04 -47 411199 <br />
