local landfill area according to the local rules and regulations governing <br />such waste disposal. Pefroieum products such as grease, lubricants and <br />machine oil are collected by an approved waste oil pickup service for <br />refinery recycling. <br />(g) Mine openings either have been or will be permanently sealed as part of <br />the facilities removal phase of reclamation consistent with 30 CFR <br />75.1711. Mine portals and other mine openings are identified in Exhibits <br />6A through 11 A and 58, Tab Section 13. The openings are or will be <br />sealed using an MSHA approved concrete-block bulkhead or by <br />completely filling the entry for a minimum of 25 feet with incombustible <br />material. The design for mine opening permanent seals is depicted in <br />Figure 14-2. The shaft shown on Exhibit SL-16-009, Tab Section 13, was <br />backfilled with dirt to within 5' of the surtace and a concrete plug poured in <br />the top 5'. This plug was covered with a minimum of 4' of dirt. <br />The Northwest Intake portal was sealed in May 1990, but was not <br />reclaimed until the mine filled with water to the portal elevation. The water <br />level reached the portal near the end of 1992 and long term drainage <br />through a 6" siphon was established as CDPS outfall 002. The water <br />discharged at outfall 002 originates in up-dip sections of the South Portal <br />in the No. 2 and No. 4 South Mains. The siphon discharge has handled <br />the water generated in the mine from December 1992 through March <br />2002. Some water from the South Portal was consumed in the wash plant <br />and mine and discharged through Outfall 001. Figure 14-9, Roadside <br />South Portal, Mine Inflow Rate Determination, shows a 300 gpm <br />maximum mine inflow for the period 1993 through 2000, based on <br />metered outfall discharge and consumptive use. The Northwest Intake <br />Siphon with a maximum flow rate of about 220 gpm was not able to <br />handle the maximum flow. <br />14-29 (Rev. 08/07) <br />
