Tri-State Generation and Transmission Association, Inc. (Tri-State) <br />is the parent to Western Fuels — Colorado, and in accordance with Rule 4.05.13(4)(c) is submitting the <br />Annual Hydrology Report on behalf of the New Horizon North Mine. <br />All NPDES outfalls, surface water, and groundwater wells have monitoring requirements <br />identified by the Division of Reclamation, Mining and Safety. The Colorado Discharge Permit System <br />(CDPS) also has specific monitoring requirements and effluent limits for the NPDES outfalls.
