water from Pond 9 was discharging into the 18" CMP pipe which was observed to have a hole in
it. Technical Revision 28 was submitted with a new spillway design for Pond 9. The NOV was
extended to July 29, 2014 to allow for the remaining abatement steps to be completed, this was
in compliance with Rule 5.02.2(2)(b). The abatement steps were completed by: diverting water
from discharging through the damaged spillway, the approval of TR -28 and the construction of
the new spillway design. The NOV was terminated on August 4, 2014.
III — REVISIONS TO THE PERMIT
The following is a summary of the revisions to the permit since the approval of Permit Renewal
06 on October 7, 2013.
Technical Revision 28 was submitted on 15 May 2014, deemed complete on 16 May 2014 and
issued on 22 July 2014. The revision was submitted to satisfy the requirements of an abatement
step for the violation CV -2014-001. The revision included the new design for the Pond P-9
spillway.
IV - STIPULATIONS
There are no stipulations on the permit.
V — MIDTERM REVIEW AND ADEQUACY QUESTIONS
(Pursuant to Rule 2.083)
There are no adequacy questions for the remaining 4.80 acres of disturbance at the North
Thompson Creek Mine.
VI — PERMIT VARIANCES AND SPECIFIC APPROVALS
There are no specific variances and approvals by the Division for the North Thompson Creek
Mines.
VII — BONDING SUMMARY
The Division holds an approved bond on behalf of the permitted North Thompson Creek Mines.
Bonding is in the form of a Certificate of Deposit in the amount of $10,000.00 (US Bank, NA
394310587644). All of the required reclamation has been completed at the North Thompson
Creek Mine. The remaining facilities, which comprise the developed water resource, have been
permitted as permanent.
Pursuant to Rule 3.03.1(4), the Division has set the liability requirement for the North Thompson
Creek Mine at $10,000.00. This amount is the minimum required bond amount required until
bond for the entire permit area is fully released. The Division has set the $10,000.00 bond
amount because there is no remaining reclamation at the mine.
North Thompson Creek Mines C-1981-025
2015 Midterm Review (MT -07) -4- 31 December 2015
