The material submitted with the original application and the completeness review response <br />material was reviewed. Also in order to expedite the review of this revision the Division sent you several <br />adequacy review items via e-mail on December 21, 2015. You responded to these items on December 22 <br />with several revised pages. These pages were reviewed. Several additional adequacy review items have <br />been identified that will need to be addressed prior to the Division's approval of the application. <br />1. Proposed Map 29; Reclamation Map submitted with the application is labeled Sheet 4. The <br />permit currently contains two maps in the Map 29 series, sheets 1 and 2. The proposed Map 29 <br />does not encompass both the current sheets 1 and 2 of Map 29. Please either revise the proposed <br />map to include all of the area depicted on sheets 1 and 2 of Map 29 or submit two maps to replace <br />sheets 1 and 2 that have been revised to account for the 13LT Outby Utility Borehole. <br />2. Twentymile Coal, LLC. has revised the soil salvaging plan to salvage 1.5 feet of topsoil from the <br />affected area. From the 3.4 acres of new affected area, this should yield approximately 8,230 <br />cubic yards of soil material. Proposed revised Table 49a indicated 8,200 cubic yards of topsoil <br />will be salvaged and stockpiled at the 13LT Utility Borehole. Please revise this value to read <br />8,230 cubic yards. Also on Table 49a, the total amount of soil reported to be salvaged for the <br />Western Mining District appears to be incorrect likely due to a typo. Please revise the total <br />amount of topsoil to be salvaged and stockpiled for the Western Mining District. <br />The Division is required to issue a propose decision by January 1, 2016. If you need additional time to <br />address the Division's concerns please request an extension of the decision date.
