For Tri-State Generation and Transmission Association, AVS lists Julie Kilty as the <br />Assistant Secretary since November 26, 2012. Page Exhibit 2-11, revised 8/17/15 indicates that <br />Wayne Connell is the Assistant Secretary. Please revise page Exhibit 2-I1 to provide the <br />transition date when Wayne Connell assumed duties as Assistant Secretary from Julie Kilty. <br />Response: A response to this comment was submitted on November 20, 2015. <br />ITEM 64. In Volume 1, on p2.04.5-1, "general area" is defined, in accordance with rule 1. 04, <br />as "that topographic basin that surrounds the area to be mined during the life of the operation". <br />In paragraph 5 this definition is contradicted: "Additional drainages in the "general area ", but <br />outside of the topographic basin... " Similarly confusing language is found in Volume 12 (Rule 2, <br />Page 9) and Volume 15 (Rule 2, Page 11). The Division recognizes that this is legacy text and is <br />not proposed to be revised with PR -04, but holds that it should be clarified. Please amend the <br />language in section 2.04.5 in Volumes 1, 12 and 15 so that the use of "general area" is <br />consistent with its definition. <br />Response: A response to this comment was submitted on November 20, 2015. <br />ITEM 65. In Volume 15, Rule 2, Page 12, stratigraphic cross sections are referred to (Figures <br />2.04.6-5A through —H). The text states that the key to the location of these cross sections is given <br />on Map IOB, however no cross section locations are shown on that map. Later, under the sub- <br />heading Stratigraphy, the text refers to Figures 2.04.6-5 Sheets I through 3. The application <br />submission contains two sheets with geologic cross-sections on, titled "Figure 2.04.6, Sheet 1 of <br />2 " and "... Sheet 2 of 2 ". A note on these sheets refers to Map 11 B for cross-section locations. <br />Please update the text to ensure it is consistent with the maps and figures submitted.
