U� <br />Mr. Zach Trujillo <br />December 17, 2015 <br />Page 13 <br />Collom Gulch, little Collom Gulch and West Fork of Jubb Creek drainages. The conclusion is <br />that alluvial materials are present in these drainages, but that they do not meet the definition of <br />Alluvial Valley Floor. Please ensure that the discussion in this section is consistent with the <br />areas of Quaternary Alluvium and Irrigated Land shown on Maps 7A and IOB. <br />Response: A response to this comment was submitted on November 20, 2015. <br />ITEM 83, Map IOB shows Hydrologic Features and Monitoring Locations. The legend shows a <br />symbol for "Area of Quaternary Alluvium ", and such areas are shown as existing in the Wilson <br />Creek and Good Spring Creek drainages. None are shown in the west of the proposed permit <br />area. Please update Map 1OB to show all areas of Quaternary Alluvium within the proposed <br />permit area and comment on any differences in spatial extent between this layer and the layer <br />shown on Map 7A as Qv (valley fill deposits). <br />Response: A response to this comment was submitted on November 20, 2015. <br />ITEM 84. The text in Volume 15, Rule 4, Page 10, states that the alluvial groundwater <br />monitoring well MC -04-01 "is additionally designated as a "Point of Compliance" well for <br />alluvial groundwater monitoring purposes. " This appears to be contradicted by later statements, <br />and in any case MC -04-01 is not appropriately located to be a point of compliance since there is <br />disturbance proposed in the Collom Gulch drainage downgradient of MC -04-01. Please update <br />the text describing MC -04-01. <br />Response: Volume 15 Rule 4 — Surface and Groundwater Monitoring Plan has been updated to <br />remove MC -04-01 as a designated point of compliance. MC -04-01 will continue to be <br />monitoring under the valley fill groundwater monitoring plan. Colowyo has designed MC -04-02 <br />as a point of compliance well which is down gradient of disturbances that will occur within the <br />Collom Gulch drainage. Colowyo will also install a new well in Little Collom Gulch designated <br />as MLC -04-02. MLC -04-02 will monitor the down gradient condition below mining activities in <br />Little Collom Gulch, and is designated as a point of compliance well. Language has been <br />inserted into Volume 15, Rule 4 indicating this also, and the proposed location has been included <br />on Map l OB. Furthermore, well MLC -04-01 has been removed from the monitoring plan with <br />the inclusion of MLC -04-02. <br />MJ -95-01 which is currently part of the approved monitoring program will be designated as a <br />point of compliance well also. MJ -95-01 represents the condition of the Jubb Creek valley fill <br />aquifer downgradient of the Collom Pit; Volume 15, Rule 4 has been updated with this new <br />designation. <br />ITEM 85. CCC has shown that there is the potential for activity permitted under PR -4 to <br />negatively impact the quality of alluvial groundwater in the Collom Gulch, Little Collom Gulch <br />,A Touch,t� m, Encr y"C, mpc r,1tiee 11 if. <br />
