(Tri-State), is the parent <br />company to Axial Basin Coal Company, which is the general partner to Colowyo Coal Company <br />L.P. (Colowyo). Tri-State received your adequacy letter, dated October 14, 2015, and Tri-State <br />on behalf of Colowyo has the following responses to your concerns: <br />ITEM 1. Per the Colorado Division of Water Resources, well permits are required for pits that <br />intercept groundwater. Please revise the PAP accordingly to state that a permit(s) will be <br />obtained if necessary. The Division suggests that this discussion be placed in Section 4.05.12, <br />although we are open to suggestion should Colowyo staff believe that another part of the PAP <br />would be more appropriate for this text. <br />Response: A response to this comment was submitted on November 20, 2015. <br />ITEM 2.
