Notification to Parties <br />All notification requirements under this section shall be directed as follows: <br />a. Oral Notifications, during normal business hours shall be to: <br />Water Quality Protection Section - Industrial Compliance Program <br />Water Quality Control Division <br />Telephone: (303) 692-3500 <br />b. Written notification shall be to: <br />Water Quality Protection Section - Industrial Compliance Program <br />Water Quality Control Division <br />Colorado Department of Public Health and Environment <br />WQCD-WQP-B2 <br />4300 Cherry Creek Drive South <br />Denver, CO 80246-1530 <br />2. Change in Discharge <br />The permittee shall give advance notice to the Division, in writing, of any planned physical alterations or <br />additions to the permitted facility. Notice is required only when: <br />a. The alteration or addition could significantly change the nature or increase the quantity of pollutants <br />discharged, or; <br />b. The alteration or addition results in a significant change in the permittee's sludge use or disposal practices, <br />and such alteration, addition, or change may justify the application of permit conditions that are different <br />from or absent in the existing permit, including notification of additional use or disposal sites not reported <br />pursuant to an approved land application plan. <br />Whenever notification of any planned physical alterations or additions to the permitted facility is required <br />pursuant to this section, the permittee shall furnish the Division such plans and specifications which the <br />Division deems reasonably necessary to evaluate the effect on the discharge, the stream, or ground water. If <br />the Division finds that such new or altered discharge might be inconsistent with the conditions of the permit, <br />the Division shall require a new or revised permit application and shall follow the procedures specified in <br />Sections 61.5 through 61.6, and 61.15 of the Colorado Discharge Permit System Regulations. <br />3. Noncompliance Notification <br />The permittee shall give advance notice to the Division, in writing, of any planned changes in the permitted <br />facility or activity that may result in noncompliance with permit requirements. <br />a. If, for any reason, the permittee does not comply with or will be unable to comply with any discharge <br />Limitations or standards specified in this permit, the permittee shall, at a minimum, provide the Division <br />and EPA with the following information: <br />i) A description of the noncompliance and its cause; <br />ii) The period of noncompliance, including exact dates and times and/or the anticipated time when the <br />discharge will return to compliance; and <br />
