Compliance With Mine Plan - Support Facilities Not On-site <br />NN <br /> - Other - Special Categories Of Mining <br />NR <br /> - Processing Waste - Topsoil <br /> <br /> <br />COMMENTS <br /> <br />This was a partial inspection of the New Horizon 2 Mine conducted by Brock Bowles of the Colorado Division of <br />Reclamation Mining and Safety. Frank Ferris of Western Fuels-Colorado (WFC) was present for the entire <br />inspection. The weather was snowing in the morning, tapering off in the afternoon but it remained cloudy, windy <br />and cold. The ground conditions were snowy and muddy which limited access to many areas of the mine. <br />FISH and WILDLIFE Rule 4.18: <br />A bald eagle and golden eagle were seen by the dryland reference area. Deer were eating grass around the <br />facilities area and in the reclaimed fields. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Pond 7 contained water but was not discharging. The pond surface was mostly frozen (photo 1). The <br />discharge point was free and clear of obstructions (photo 2). <br />Pond 8 contained water but was not discharging. The pond surface was mostly frozen with a patch of snow (photo <br />3). <br />Pond 13 contained water and was discharging. The pond surface was also mostly frozen. The trench drain was <br />also discharging (photo 4). <br />The straw waddles that were noted in the last inspection report as needing repair on the North side of the Morgan <br />property were indeed repaired. The waddles in a different location along the same section of the BB Road are <br />needing to be repaired.
