TWENTYMILE COAL, LLC - FOIDEL CREEK MINE <br />MR15-291 13 -LEFT OUTBYUTILITY BOREHOLE <br />COMPLETENESS RESPONSES 12/17/15 <br />1) The results of the cultural resources survey were not included as a revision to Exhibit T, as the <br />proposed revised page 2.04-9.1 indicates. Please submit the results of the cultural resource <br />survey. If the survey finds that there are resources listed or eligible to be listed in the National <br />Register of historic Places within the proposed affected area, Sections 2.04.4 and 2.05.6(4) of the <br />permit will need to be updated. If necessary, section 2.04.4 of the permit will need to be updated to <br />list/identify that cultural resources are located within the proposed affected area. Also if <br />necessary, section 2.05.6(4) of the permit will need to be updated to describe the measures to be <br />used to minimize or prevent impacts to the cultural resources identified. <br />Response: Adverse field conditions delayed completion of the cultural resources survey until <br />alternative field survey plans could be developed and reviewed and approved by both the CDRMS and <br />SHPO (MRI 5-292). The field survey work was recently completed, and the archaeological consultant <br />(Metcalf Archaeological Consultants, Inc.) provided a "Preliminary Report of Negative Findings" to <br />TC, the CDRMS and the SHPO documenting that no cultural resource values were identified within <br />the proposed affected area. Copies of this report accompanies these responses for insertion in Exhibit <br />T, and copies of the final detailed survey report will be forwarded to the CDRMS on receipt. Given <br />that no cultural resource values were identified by the survey, no changes or additions to the previously <br />provided text revisions are necessary. <br />2) Please submit a revised Map 29, Reclamation Plan Map, to account for the disturbance associated <br />with this revision. <br />Response: Map 29 has been revised to include the 13LT Outby disturbance, and copies of the revised <br />snap accompany these responses for replacement in the PAP. <br />3) Please revise section 2.05.4 of the permit to update the reclamation plan to account for the <br />disturbance associated with MR291. Please include the information/material required by Rule <br />2.05.4. <br />Response: Section 2.05.4 has been revised to provide a summary of the reclamation plans for the <br />13LT Outby disturbance. Cpoies of the revised text accompany these response for replacement in the <br />PAP. <br />
