No company representative was present at the mine site and accompanied DRMS in <br />the inspection. Weather conditions were cloudy and the temperature around twenty five degrees fahrenheit with <br />ground conditions saturated with partial snow cover. The loadout site is currently under temporary cessation. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />All records are kept at the office of J. E. Stover & Associate, Inc. in Grand Junction, Colorado. Please see <br />the Division's Availability of Records checklist at the end of this inspection report for more detailed information. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Reed Wash was flowing during the time of the inspection. <br />OTHER (SPECIFY): <br />The Fruita Loadout is currently inactive. The permit was issued on March 6, 2012 but the operator has not yet <br />begun construction of any of the planned facilities. There was no activity at the site during this inspection and the <br />site remains undisturbed by the loadout operations. <br />SIGNS AND MARKERS — Rule 4.02: <br />Mine Identification marker was located on the eastern end of the permit boundary with all required information for <br />compliance. <br />Permit boundary markers were located along the perimeter of the permit boundary.
