CONCLUSION <br />Mr. Strid's report should be valuable to the BLM in fulfilling its duty to make a correct and <br />legally adequate decision regarding GCC's proposed lease. The report makes it clear that there <br />are a number of important, viable alternatives that are not addressed in any adequate depth in <br />the GCC -sponsored Road Runner report. <br />These alternatives must be considered according to NEPA case law and the BLM's own NEPA <br />Handbook. Additionally, the report, along with the BLM NEPA Handbook and supporting case <br />law make the obvious case that and EIS is necessary for this proposal. An EA would be <br />inadequate. <br />We do hope that the BLM will make use of this valuable resource and that it can guide the BLM <br />to the correct decision as mandated by NEPA. <br />Sincerely, <br />Luke J.
