J. E. STOVER & ASSOCIATES, INC.
2352 NORTH 7TH STREET, UNIT B
GRAND JUNCTION, COLORADO 81501
PHONE: (970) 245-4101, FAX: (970) 242-7908
MINE ENGINEERING
MINE RECLAMATION
December 8, 2015
Jason Musick
Division of Reclamation, Mining & Safety
1313 Sherman St., Room 215
Denver, CO 80203
Re: Bowie Resources, LLC, Bowie No. 2 Mine
Technical Revision 105, Expand Gob pile #3 to the East
Adequacy Response #1
Dear Mr. Musick:
CIVIL ENGINEERING
CONST. MANAGEMENT
ptvtsl 7 t r 00amation,
Mining & 5atety
DRMS' letter dated November 23, 2015 transmitted its adequacy review for the referenced technical
revision. On behalf of Bowie Resources LLC, following are its responses to the DRMS' comment and
concerns.
1. DRMS: The TR -105 application discusses changes to the operational configuration of Gob Pile #3 and
associated revised text pages 1, 2, 3, 4, 4b, 5, 6 & 10 of Volume XI. New Page 4b is referenced as the
page showing the separation of the full build out configuration and the operational configuration and
the proposed new underdrain. No revised or new text pages were included with the TR -105 submittal.
Please submit all associated and revised new text to support the proposed Gob Pile #3 expansion.
BRL: Please see attached revised pages 1, 2, 3, 4, 4b, 5, 6, 10 & 11 of Volume XI.
2. DRMS: Based on the provided proposed new and revised Volume XI appendices associated with TR -
105, there is no indication or discussion that the additional piezometers are to be installed in the Gob
Pile #3 expansion. Information associated with the TR -105 application discusses details for an additional
underdrain to be constructed in the expansion are which leaves the impression that the potential for
groundwater exists. Water within the foundation and/or gob itself would increase pore water pressure
which may impact stability of the gob pile. Additionally, as stated in Huddleston -Berry Engineering &
Testing, LLC's (HBET) "Stability Evaluation - Gob Pile #3" (Report), based upon data from gob pile #2,
pore pressure will likely increase during the construction of the gob pile. Based upon this, it is the
Division's opinion that additional piezometers in the expansion section are needed. Please provide
details for additional piezometers within Gob Pile #3 expansion section or a justification as to why
additional piezometers are not required. In addition, please update Volume XI -Coal Mine Waste
Disposal Area No. 3 Figure 1 to include the addition of piezometers if needed.
BRL: Please see Figure 1, two additional piezometers will be installed in the expansion area.
