December 3, 2015 C-1981-018/Deserado Mine CCW <br />PROCESSING WASTE/COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />Refuse Piles RP -2/3/4 and RP -5a designed to allow runoff to be diverted to perimeter ditches that lead to <br />the refuse ponds. The ditches had some snow in them, but the ditches were free of obstructions and functioning as <br />designed. The refuse piles were covered in snow from the previous week's snow events. The winter stockpile had <br />been started and was being stored on refuse pile.RP-2/3/4 (Photo 6). RP -2/3/4 and RP -5a were stable. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />County Road 65 was in good condition at the time of the inspection. The Haul Road was wet with a <br />minimal amount of snow and ice in a few spots along the road. There were no ruts or pot holes observed. The <br />northwest and northeast cuts of the County Road 65/Haul Road intersection were being reduced during the <br />inspection, see the Backfill and Grading section for more details. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />RP -I is the only reclaimed refuse stockpile at Deserado. Snow about 2 to 3 inches deep was covering RP - <br />Most of the small vegetation was covered. RP -I was stable. Numerous rabbit tracks could be seen in the snow. <br />SUPPORT FACILITIES - Rule 4.04: <br />Several small area exemptions were inspected: <br />- Explosives Storage Area <br />- Slot Storage <br />- Nitrogen Plant 42 <br />- Rock Dust Tank #4, <br />- Water Storage Tank <br />- Radio Tower <br />- Halandras Landfill <br />- "Treasure Island" (Haul Road Blister) <br />The berms at these locations were in good condition and preventing any off-site impacts. <br />DOCUMENTS RECEIVED <br />OTHER (SPECIFY) <br />Number of Partial Inspection this Fiscal Year: 3 <br />Number of Complete Inspections this Fiscal Year: 2 <br />Page 4 of 10 <br />
