2.05.4 Reclamation Plan <br />No further coal mining will occur under this permit at the Carbon Junction Mine. <br />At this time the surface disturbances associated with the Carbon Junction Mine; the North <br />Pit, North Pit Haul Road, South Pit Drill Pad, Permanently Reclaimed Spoils Area, <br />Equipment Area, Sediment Ponds 001 and 002 and the sediment control system for the <br />coal mine have all been permanently reclaimed. The Carbon Junction Canyon Channel <br />permanent diversion has been constructed. The road to and through the mine site was <br />approved for retention post -mine. Sediment Ponds #1 and #2 were reclaimed between <br />December 2008 and April 2009. Topsoil Stockpiles 94 and #7 remain in place and were <br />approved for retention under Technical Revision 16. The reclamation plan is retained to <br />describe the final reclamation activities that took place in 2006, and 2008-2009. Map 5-7 <br />depicts the Carbon Junction Mine Disturbed Area and former features of the mine site. <br />2.05.4(2) Reclamation Plan Elements <br />The Carbon Junction Mine was an open pit surface coal mine that conducted operations <br />for a short period during the 1980's, extracting small amounts of coal for test burns. <br />Final reclamation of the coal mine surface disturbance began in 2006 and was completed <br />in 2009 with the removal of the sediment control system. Minor maintenance and repair <br />work has been undertaken since then to ensure compliance at the site while waiting final <br />liability and bond release. <br />A Cross -Section Map provides a comparison between the existing and final topography. <br />Post -mining topography, with a two -foot contour interval, is depicted on Map CLO in <br />Appendix 5-12. <br />2.05.4(2)(a) Timetable and Schedule <br />Final reclamation of the Carbon Junction Mine began in the spring of 2006 and continued <br />through August 2006. Final reclamation of the sediment control system took place <br />between November and December 2008 and April and May 2009. <br />2.05.4(2)(b) Reclamation Costs <br />Oakridge Energy represents that there are no known outstanding reclamation obligations <br />at the Carbon Junction Mine site under the approved mining and reclamation plan. The <br />Colorado Division of Reclamation, Mining and Safety has calculated the reclamation <br />bond amount necessary to accommodate any reclamation obligations that would be <br />required prior to final bond release, or in the case of obligation forfeiture by OEI. The <br />most recent bond calculation was undertaken during the 2013-2014 permit renewal and is <br />incorporated herein by reference. <br />Abridged Permit Document 5-7 Permit Revision PR01 9/2014 <br />
