is
of Rule 4.03.1. The road is approximately 4,000 feet long and the overall grade five
percent (5%).
Haul road specifications are contained in Appendix 5-1which includes profiles and other
specifications such as width, gradient, surface specifications, cut and fill information and
culvert and ditch information. Specific discussions on the care and maintenance of the
outslopes of the haul road have also been described in Appendix 5-1. Road designs have
been reviewed and certified by a registered professional engineer as set forth in Appendix
5-1. Oakridge's haul road has been designed to ensure that the construction, maintenance
and post-mining conditions of the haul road into and across the site will control erosion,
siltation and the pollution of water entering and leaving the area which the road will
cross. The slopes and culverts of the road were designed and are maintained in such a
way to prevent additional contributions of suspended solids to run off outside the permit
area. In addition, there are no alternative design criteria or specifications other than the
proposed culvert spacing which deviates from the criteria set forth in Rule 4.03.1.
A section of the haul road crosses over the box cut spoil area which filled a section of
Carbon Junction Canyon within the permit area. The watershed above this area is less
than one square mile. There are no fords of ephemeral streams. No steep slope cuts are
involved with the subject haul road.
The surfacing of the haul road has been described in Appendix 5-1. Initially, a layer of
bedrock was established for the haul road and covered with crushed rock and gravel
according to the schematic in Appendix 5-1.
The haul road is maintained with graders and other equipment necessary to provide
smooth, adequate surface for the hauling of coal from the pit area to the staging area.
The haul road, access roads, and light use roads (including, but not limited to the road to
former well B10)will remain as a permanent access to the property after mining has been
completed. Letters to that effectfrom the landowner havebeen enclosed in Appendix 5-1
authorizing thesubject roadsto remain after mining and reclamation for the post mining
land use.
2.05.3(4) Ponds, Impoundments and Diversions
The sediment control system was reclaimed in accordance with the reclamation plan in
November-December 2008 and April-May 2009. Carbon Junction Canyon has been
As-Built plansfor the
reconstructed to flow through a new permanent diversion.
permanent diversion, approved under TR17 in
are contained in Appendix 5-12
November 2013.
Designs for all elements of the sediment control plan are contained in Appendices 5-2, 5-
9, 5-10, and Map 5-10.
Abridged Permit Document 5-3Permit Renewal RN04 4/2014
