(EFCI) has recently abandoned and reclaimed a total of ten (10) boreholes and
monitoring wells. These drillholes were included in a list as part of the revised materials submitted
with MR -69, which was approved November 5, 2015. The following holes were sealed:
MW -16
SR -45
MW -23
SR -47
MW -NW
SR -48
SR -6
SR -49
SR -9
SR -52
Given successful completion of this work, EFCI has now abandoned all boreholes for which it had
reclamation liability. Therefore, EFCI is planing to submit a request, as SL -04, for release of liability
and applicable bond for all remaining boreholes.
The Division is currently reviewing EFCI's request for partial bond release application submitted as
SL -03. In this application, EFCI requested bond release for sixteen (16) boreholes. All these boreholes
were sealed prior to the date of the application and all were included in the Permit Renewal No. 06
(RN -06) Bond Cost Estimate in 2014. All but one of these boreholes had been sealed subsequent to
issuance of the cost estimate.
During the review and approval process of RN -06, EFCI was actively working on field identification of
all boreholes in order to ascertain their status. This field work was conducted in 2014 and early 2015,
with full participation of the Division. This work resulted in a complete list of boreholes for which
EFCI was liable, and their reclamation status. MR -69 was submitted for the purpose of identifying all
remaining open boreholes as of November 2015.
