Oblique aerial photographs were taken on November 24, 2015 and reviewed in the Denver office by <br />Jason Musick of the Division on November 30, 2015. The sky was clear and site conditions observed in the <br />photographs appeared dry at the time of the inspection. Gob material was being placed or rotated at Gob Pile 92 at <br />the time of the inspection. <br />HYDROLOGIC BALANCE -Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Ponds D, F, J, K and C were observed in the photographs. Ponds J, D, C and F were holding water. No run-off <br />was observed in established ditches or from the refuse piles in the photographs. No problems were noted. <br />All established ditches observed in the photographs were stable with no evidence of instability or damage. <br />PROCESSING WASTE/COAL MINE WASTE PILES — Rule 4.10 and 4.11 Drainage Control; Surface <br />Stabilization; Placement: <br />Gob Pile #I <br />Gob Pile #1 is inactive with cover material placed. Technical Revision No. 97 was approved to provide a variance <br />from the requirement of Rule 4.10.4(4) for 0.2 acres of Gob Pile 91 where the slope was identified as being greater <br />than 2:1. No problems were noted based on the photographs of Gob Pile #1. <br />Gob Pile 42 <br />New wet material was in the process of being placed and rotated at the time of the inspection. One excavator was <br />working at the west end with two articulated dump trucks leaving the area on bench 4 of the pile. One bulldozer, <br />an excavator, a grader, and one compactor were idle on the haul road. Cover material is placed on out -slopes of <br />benches 1, 2, and 3.
