The purpose of this oversight
review was to evaluate and report on DRMS's implementation of one aspect of its approved
program. Specifically, this evaluation focused on DRMS's implementation of historic and
cultural resource protection plans required under Colorado Rules 2.04.4 and 2.05.6(4). Each coal
mining permit application which may affect places listed on the National Register of Historic
Places must contain a plan describing the measures to be taken to minimize or prevent those
impacts. DRMS may require permit applicants to protect historic or archeological sites listed on,
or eligible for listing (as determined by the State Historic Preservation Officer, or "SHPO"), on
the National Register of Historic Places through appropriate mitigation and treatment measures.
The purpose of this inspection was to visit protected sites to ensure the plans were successfully
implemented and that they will continue to effectively protect the intended historic or cultural
resources. Results of this review are included in this inspection report and will also be featured in
a stand-alone Evaluation Year 2016 (EY2016) topic specific evaluation report and summarized
in the EY2016 Annual Report for Colorado.
Seneca H -W is a reclaimed surface coal mine in Routt County. Although the permit is considered
"active" for inspection purposes, the mine is in permanent cessation and reclaimed surface
disturbances are in various stages of bond release.
Rule 2.04.4: Cultural and Historic Resource Information
This rule requires coal mine permit applications to contain a description of known cultural and
historic resources listed or eligible for listing on the national Register of Historic Places and
significant known archeological sites within areas proposed or likely to be affected by mining
activities.
The permit does contain information from all cultural resource evaluations conducted in
conjunction with the Seneca II -W mine. This includes descriptions of all known cultural and
historic resources within the mine permit area. The original cultural resource investigation was
conducted by Western Cultural Resource Management, Inc. in 1979. That investigation
1 1 Page
