OSMRE <br />Tabetha Lynch: Division of Reclamation Mining and Safety (DRMS) <br />Graham Roberts: Trapper Mining, Inc. <br />Background <br />This partial oversight inspection was conducted in conjunction with a topic specific evaluation of <br />cultural and historic resource protection at the Trapper Mine. The purpose of this oversight <br />review was to evaluate and report on DRMS's implementation of one aspect of its approved <br />program. Specifically, this evaluation focused on DRMS's implementation of historic and <br />cultural resource protection plans required under Colorado Rules 2.04.4 and 2.05.6(4). Each coal <br />mining permit application which may affect places listed on the National Register of Historic <br />Places must contain a plan describing the measures to be taken to minimize or prevent those <br />impacts. DRMS may require permit applicants to protect historic or archeological sites listed on, <br />or eligible for listing (as determined by the State Historic Preservation Officer, or "SHPO"), on <br />the National Register of Historic Places through appropriate mitigation and treatment measures. <br />The purpose of this inspection was to visit protected sites to ensure the plans were successfully <br />implemented and that they will continue to effectively protect the intended historic or cultural <br />resources. Results of this review are included in this inspection report and will also be featured in <br />a stand-alone Evaluation Year 2016 (EY2016) topic specific evaluation report and summarized <br />in the EY2016 Annual Report for Colorado. <br />Trapper is an active, producing, surface coal mine in Moffat County. Mining operations are <br />advancing in the general direction of the protected historic resource site; however, the mining <br />disturbance area will remain several hundred feet away from the protected site. <br />Rule 2.04.4: Cultural and Historic Resource Information <br />This rule requires coal mine permit applications to contain a description of known cultural and <br />historic resources listed or eligible for listing on the National Register of Historic Places and <br />significant known archeological sites within areas proposed or likely to be affected by mining <br />activities. <br />Archeological Services conducted a Class III cultural resources survey of the Trapper Mine area <br />during the permitting process in 1980. Trapper's permit was issued in 1981. Additional surveys <br />were conducted in the early 80's. Although numerous isolated finds, lithic scatter, rock shelter, <br />pictograph / petroglyphs, and historic structures were recorded in the area, only one site was <br />1 1 Page <br />
