Mr. Zach Trujillo
November 20, 2015
Page 9
ITEM 71. In volume 1, some of the footer information gives the permitting action revising those pages as
PR -06. Please change the footer to refer to PR -04 throughout.
Response: The footers on submitted pages for Volume I have been revised to PR -04 as requested.
ITEM 72. In Volume 15, Rule 2, Page 14, it is stated that "The stratigraphic thickness of the Williams
Fork Formation in the Colowyo revised permit area is about 1, 700 feet." Later, on Page 19, it is stated
that "The overlying Williams Fork Formation consists of up to about 1,200 feet of alternating beds of
sandstone, sandy shale, mudstone, and coal." Please resolve the apparent inconsistency concerning the
thickness of the Williams Fork Formation, (see also Rule 2, Page 21).
Response: The reference to the estimated thickness of the Williams Fork Formation in the Collom Mine
area on Rule 2, page 19 and 21 has been revised for consistency.
ITEM 73. Two faults are described in Volume 15, Rule 2, Page 21, but are not shown on Map 7A (or
Map 1013). Please draw the faults on Maps 7A and 1013. Please also update the text of section 2.04.6 to
include a description of these faults.
Response: There are no known major faults as described in Volume 15, Rule 2, Page 21. Therefore; the
entire paragraph has been removed. As noted in Exhibit 6, Item 7, page i, "No discernable faults have
been identified across the CMA [Collom Mine Area] ", and in Volume 15, Rule 2, Page 15, "No faults
have been identified in the Collom mine area ".
ITEM 74. Under the subheading "Groundwater Occurrence", in Volume 15, Rule 2, Page 21, the text
refers to bedrock and valley fill monitoring wells relevant to PR -4 presented in Table 2.04.7-38. This
table contains 34 wells, whose locations are mapped on Map 1013. Several questions relate to the table:
a. The MWC-04-05 wells are marked on the map as MWC-04-05FS and MWC-04-05FG. The table
also has a MWC-04-05H, but this is not shown on the map. Please clarify and update either the map
or the table accordingly.
b. The map shows a well that is marked C-04-16. The table shows a well named C-04-1613. Please
clarify.
c. The map shows a well that is marked MWC-05-33. This well is not in the table. Please clarify.
d. The table contains 11 wells that are named "DHxxx." None of these are shown on the map. Please
clarify.
Response: A response for this comment will be submitted at a later date under a separate cover letter.
ITEM 75. Completion information for the monitoring wells was not readily located. Please refer, in the
text or as a footnote to table 2.04.7-38, to sources for well completion information, including the screened
interval, for all monitoring wells. (For example: Exhibit 26, Item 1 in Volume 20 has completion
information for 5 of the 34 wells described in table 2.04.7-38).
Response: A response for this comment will be submitted at a later date under a separate cover letter.
AN EQUAL OPPORTUNITY/AFF,RMATIVEACTION EMPLOYER
A Touchstone Energy'Cooperative
