0
Mr. Zach Trujillo
November 20, 2015
Page 7
ITEM 65. In Volume 15, Rule 2, Page 12, stratigraphic cross sections are referred to (Figures 2.04.6-5A
through —H). The text states that the key to the location of these cross sections is given on Map l OB,
however no cross section locations are shown on that map. Later, under the sub -heading Stratigraphy, the
text refers to Figures 2.04.6-5 Sheets 1 through 3. The application submission contains two sheets with
geologic cross-sections on, titled "Figure 2.04.6, Sheet 1 of 2" and "... Sheet 2 of 2". A note on these
sheets refers to Map 11 B for cross-section locations. Please update the text to ensure it is consistent with
the maps and figures submitted. Please show the locations of all geologic cross-sections on Map 7A. If
the same figures are to be used in order to comply with rule 2.04.7 the cross section locations should also
be shown on Map l OB.
Response: It is unclear when the Division cites Figures 2.04.6-5A through — H and Map IOB on Rule 2,
Page 12, as those citations are not presented on the page indicated. Therefore, no changes have been
made to Rule 2, Page 12 for either of those citations. However, the citation for the Figures 2.04.6 Sheets
I and 2 has been corrected under Stratigraphy.
It is also very unclear on the comment as it relates to Map 7A. Map 7A was updated on 7/9/15 under PR -
04 and does include the cross-sections as noted as missing. Even more so, the citations on Figures 2.04.6
Sheets I and 2 (revised 7/9/15 under PR -04) also correctly cite Map IIB. No changes have been made as
all citations and information requested is already provided correctly.
Colowyo will not be including the cross sections on various maps in the PAP. They will be shown once
on Map 7A. To meet the requirements of Rule 2.04.7(1) (a) (ii) a citation has been included on Map IOB
which references Map 7A for the lithology of the Collom area.
ITEM 66. The cross sections shown in Figure 2.04.6, Sheets 1 and 2 are drawn at a scale of 1" = 400'
(horizontal and vertical), with more than 70 stratigraphic layers. The scale makes it extremely difficult to
extract relevant information from the figures (particularly the thickness of the Km layer). Please redraw
the cross-sections with vertical exaggeration. A scale of 1" = 50'-100' on the vertical axis would be
appropriate.
Response: The Division reviewed and approved these figures under PR -03 at the same scale provided
under PR -04. Furthermore, Item 67 indicates that the Division was able to review the figures as
provided. Finally, Colowyo has also looked at them at the figures again in lieu of this comment, and
determined they are legible. Therefore, no changes have been made.
ITEM 67. The legend on Figure 2.04.6, Sheets 1 and 2, shows layers marked "Pit Shell", "TCT" and
"STCM" in addition to the 70+ identified coal seams. These layers appear not to have been drawn.
Furthermore, it is not clear what "TCT" and "STCM' refer to. Per the text, the lowest coal seam to be
mined is GB which is shown in blue on the cross-sections. The Smectite layer (Km), which has been
identified as a laterally continuous low -permeability layer, is shown in pink. Please clarify the terms used
in the legend. Please also display the first aquifer below the lowest coal seam to be mined (presumably
the Trout Creek Sandstone) on the cross-section.
Response: A response for this comment will be submitted at a later date under a separate cover letter.
AN EQUAL OPPORTUNITY/AFFIRMATIVE ACTION EMPLOYER
A Touchstone Energy Cooperative
