Box 1488 <br />Paonia, CO 81428 <br />RE: Bowie No. 2 Mine, Permit No. C-1996-083 <br />Technical Revision No. 105 (TR -105) <br />Preliminary Adequacy Review <br />Dear Mr. Bear, <br />The Division received Bowie Resources, LLC's (BRL's) application for a technical revision (TR -105) on <br />October 16, 2015. The application was determined to be complete on October 26, 2015. One comment <br />letter has been received for the proposed action from the Colorado State Historic Preservation Officer <br />(SHPO) stating that it is the opinion of the SHPO that a finding of no historic properties affected is <br />appropriate for the proposed action in TR -105. The Colorado Division of Reclamation, Mining, and Safety <br />has completed its preliminary adequacy review of the proposed technical revision. Please respond to the <br />following comments or concerns as necessary: <br />The TR -105 application discusses changes to the operational configuration of Gob Pile #3 and <br />associated revised text pages 1, 2, 3, 4, 4b, 5, 6, Et10 of Volume XI. New page 4b is referenced <br />as the page showing the separation of the full build out configuration and the operational <br />configuration and the proposed new underdrain. No revised or new text pages were included <br />with the TR -105 submittal. Please submit all associated revised and new text to support the <br />proposed Gob Pile #3 expansion. <br />2. Based on the provided proposed new and revised Volume XI appendicies and maps assosciated <br />with TR -105, there is no indication or discussion that additional piezometers are to be installed <br />in the Gob Pile #3 expansion. Information associated with the TR -105 application discusses <br />details for an additional underdrain to be constructed in the expansion area which leaves the <br />impression that the potential for groundwater exists. Water within the foundation and/or gob <br />itself would increase pore water pressure which may impact stability of the gob pile. <br />Additionally, as stated in Huddleston -Berry Engineering Et Testing, LLC's (HBET) "Stability <br />Evaluation - Gob Pile #3" (Report), based upon data from gob pile #2, pore pressure will likely <br />increase during the construction of the gob pile.
