Compliance With Mine Plan - Support Facilities Not On-site <br />NN <br /> - Other - Special Categories Of Mining <br />NAN <br /> - Processing Waste - Topsoil <br /> <br /> <br />COMMENTS <br /> <br />This was a partial inspection by Rob Zuber of the Colorado Division for Reclamation, Mining and Safety <br />(Division). The weather was clear, and the ground was very muddy. Due to the muddy conditions, access was <br />limited. Equipment was on site (parked beside road, above Fill 9) for maintenance activities, although no NECC <br />staff was on site during the inspection. <br />EXCESS SPOIL and DEVELOPMENT WASTE Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />Fills 7 and 9 were inspected. There were no signs of instability or erosion on the faces. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Culvert C3 was inspected and no problems were seen. It appeared that the sump was recently cleaned. <br />At Fill 9, bare spots and eroding banks were seen in the west side channel. These may require maintenance; this <br />should be discussed between NECC and the Division. <br />Pond 9A (below Fill 9) was holding water but not discharging.
