update the respective pages in section 2.05 of the permit to discuss the final locations of these <br />coreholes and cite the location where the new map can be found. <br />27. The Division could not locate permanent sealing/abandonment reports for the exploration <br />coreholes for the Western Mining District discussed on pages 2.05-17 to 17.3. Please provide <br />abandonment reports for these coreholes with the information required under Rule 4.07.3. <br />28. Please update page 2.05-11.1 to 11.2 to list the following mine openings: Compressor Building <br />Boreholes (1&2), WMD Stabilization Borehole, 15 -Left Ventilation Shaft, 16 -Left Utility <br />Borehole, 5 -Main North Borehole, 10 -East Emergency Air Borehole, 10 -Right Monitoring <br />Borehole, NMD Power Borehole. <br />29. The Division reviewed section 2.05.3(3)(a)(b) of the permit. This section contains an extensive <br />list of the surface facilities/projects at the site. Many of the surface facilities listed do not provide <br />a clear description of the location and simply cite that the facility/area is depicted on Map 24. <br />The location of many of these areas/structures need to be clarified so that they can be identified <br />on Map 24 and the labels given on Map 24 need to match the names provided in the permit text. <br />Updating each facility description with a location within the text of this section of the permit <br />would require updating many pages. The Division believes a better alternative would be to create <br />a new table that lists each of the facilities listed in the permit section and a description of the <br />location of the facility. The location description should be at a minimum the 1/4 section, township <br />and range of the facility or project area. Once this table has been created, it should be compared <br />with the Map 24 series maps to ensure each facility is depicted and labeled on the map. <br />30. The Division has six different maps in the Map 24 series. The numbering/titles of the maps <br />conflict and there is significant overlapping between the maps. Many of the labels on these maps <br />are too small to read. The Map 24 series maps need to be updated and consolidated. Please <br />create new maps that depict the surface facilities, freshwater system, roads, pipelines, exploration <br />corehole locations, etc. Please consolidate to a minimum number of maps that meet the <br />requirements of Rule 2.10. Please insure these maps are titled/numbered in a logical fashion. <br />Each facility needs to have a label that is legible and matches the title of the facility discussed in <br />section 2.05.3(3) of the permit. <br />31. Page 2.05-23 cites the Fuel Storage and Fueling Installation Upgrades designs are located in <br />Exhibit 49U. The exhibit cited should be Exhibit 49V. Please revise this page accordingly. <br />32. The Division could not locate the 19RT Borehole discussed on Page 2.05-50 of the permit, nor <br />could it ascertain how water is transferred to the 6MN Reservoir from this borehole. Please <br />clarify this and update the appropriate Map 24 series maps to depict the borehole and any <br />necessary water lines. Please update Map 16 as well to show these features. <br />33. The Division could not locate the Trout Creek Sandstone Test holes (WT98001 and WT98002) <br />discussed on Page 2.05-65.1 of the permit. Please clarify this and update the appropriate Map 24 <br />series maps to depict these boreholes. <br />34. Please revise page 65.2 to specify the depth of the 24" diameter NMD power borehole. <br />35. Section 2.05.3(5) of the permit regarding topsoil handling at the site refers to section 2.05.4 of the <br />permit to address the requirements of section 2.05.3(5) and then provides details about topsoil <br />salvaging at some of sites throughout the permit area. Section 2.05.4 of the permit does not <br />discuss the specific methods used to strip Topsoil. In accordance with Rule 2.05.3(5), please <br />update this section of the permit to discuss topsoil stripping methods. <br />36. Rule 2.05.3(5) requires the permit narrative to specify the depth of material to be salvaged from <br />all disturbed areas. This section of the permit only specifies the depth of soil removal from some <br />of the disturbed areas but not all of them. At this point, for the current disturbed area, the topsoil <br />is already stripped and placed in topsoil stockpiles listed on Table 49A of the permit and depicted <br />Foidel Creek Mine -9- 11/23/2015 <br />
