(MT7) Review Memo <br />I have conducted a review of Foidel Creek's permit for compliance with the rules listed below. For each <br />of my assigned sections a brief discussion is provided along with bulleted adequacy review items. Please <br />let me know if you have any questions. <br />Rule: 2.04.5(1)-(3) — General Description of Hydrolo2y and Geolo2y <br />Permit section 2.04.5 provides the overview of the regional hydrology and geology which meets <br />the required of Rule 2.04.5. This includes: a description of the regional geology in reference to <br />the permit area, a map in accordance with 2.10 providing regional hydrological features and <br />drainage areas, and an adequate characterization of surface and groundwater quality and quantity <br />for this section. Geologic Charaterization is primarily refered to Section 2.04.6 and Hydrologic <br />capabiliy is refered to Section 2.04.7 reviewed below. <br />Rule: 2.04.6(1)-(3) — Geology Description <br />The general requirements of the geology description stated in Rule 2.04.6 (1) include: <br />(a) Define the relationship between structural geology and the occurrence, movement, quality and <br />quantity of potentially impacted surface and ground water; <br />(b) Assist in determining the feasibility of the proposed reclamation plan <br />(c) Assess the potential for off-site material damage to the hydrologic balance; <br />(d) Assist in the preparation of the probable hydrologic consequence statement and the establishment of <br />the hydrologic monitoring plan; and <br />(e) Assist in the preparation of the subsidence control plan under 2.05.6(6). <br />The structural geology has been well defined though poorly organized throughout the Permit <br />sections and exhibits. The relationship between the structural geology and the occurrence, <br />movement, quality and quantity of potentially impacted surface and groundwater have been <br />presented.
