November 10, 2015 C-2010-089/New Horizon North Mine BFB <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Water was being pumped from the NEI pond to the facilities area. The water pump was in a rubber lined <br />bin to contain spills (photo 1). <br />Pond 001 contained water but was not discharging. The prairie dog holes in the pond 001 embankment noted in <br />the Sept 23, 2015 inspection report have been repaired. <br />The north ditch of pond 002 is in good condition. The banks appear to be stable. Pond 002 contained some water <br />but was not discharging. The emergency (photo 2) and primary spillways were free and clear of obstructions. The <br />discharge pipes were also free and clear of obstructions (photo 3). The north ditch was in good condition and the <br />banks appeared to be stable. <br />SIGNS AND MARKERS — Rule 4.02: <br />The permit boundary signs were in place around Pond NEI and along the access road. <br />Permit boundary signs were in place around the main mining area along the roads (photo 3). Permit boundary <br />signs were installed on the southern side of the permit boundary along the AA Road. These signs were noted as <br />missing during the Sept 23, 2015 inspection. <br />Mine entrance signs were in place at all mine entrances. <br />The stream buffer signs were in place along the south side of Meehan Draw (photo 4). There is no disturbance yet <br />on the north side of Meehan Draw. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />Grasses are starting to get established on the southwest topsoil pile, south of the pit nearest the 2600 Road <br />(photo 5). Topsoil has also been live hauled from in front of the pit to the area around the southwest topsoil stock <br />pile. The live hauled topsoil has been leveled and ripped. <br />The topsoil stockpile by pond 002 did not develop a protective vegetative cover during the last growing season <br />(photo 6). WFC experimented with a different seed mix that was approved in MR -14 but the results were not <br />satisfactory. It is suspected that the side slopes of the stockpile are too steep for desirable species to get <br />established. WFC has committed to reduce the side slope angles of the stockpile so it can be drill seeded. This <br />technique was used on the southwest topsoil stockpile which is starting to show good results. <br />ENFORCEMENT ACTIONS/COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of Partial Inspection this Fiscal Year: 3 <br />Number of Complete Inspections this Fiscal Year: 2 <br />Page 3 of 5 <br />
