November 10, 2015 C-1981-008/New Horizon Mine BFB <br />The former NE haul road area was inspected. The planted grass species were sprouting and appear to be <br />getting established (photo 3). There were no signs of erosion along the reclaimed NE haul road. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The oats on the Morgan property had not been harvested due to wet conditions. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />The former topsoil stockpiles F and G have been seeded (photo 4). <br />SIGNS AND MARKERS — Rule 4.02: <br />Permit boundary signs were installed on the western and southern sides of the Morgan property. The signs <br />show the distance to the corner of the permit boundary in feet with an arrow pointing in the proper direction. <br />There is a sign placed at the BB Road and Enstrom property pointing south 1523' (photo 5), on the BB27 Road <br />west of the Morgan house pointing west 874', on the BB27 Road east of the Morgan house pointing Northeast <br />1246' and on the 2700 Road near the pivot power station pointing West 1486' (photo 6). This method of <br />delineating the permit boundary was adopted because the permit boundary crosses the Morgan's alfalfa fields. <br />Conventional signing in the alfalfa fields would interfere with irrigation systems and farming equipment. <br />The permit boundary signs were in place along the south side of the BB Road east of 2700 Road and on the eastern <br />boundary from the Goforth property to the Moore property. <br />Mine identification signs were in place at all the field entrances along the 5th Street. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />Topsoil signs and ring ditches are in place for the 2 Morgan topsoil piles (photo 7). Both piles have been <br />seeded and the grasses are starting to sprout. <br />Topsoil pile 12 consists of many piles. The pile furthest to the north is up against the sediment control ditch <br />(photo 8) with no erosion control devices installed. Soil eroding off the topsoil pile during a precipitation event <br />would go directly into the sediment control ditch and be lost. The pile needs to be moved further away from the <br />sediment control ditch to make room for and install a sediment control device. <br />ENFORCEMENT ACTIONS/COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of Partial Inspection this Fiscal Year: 4 <br />Number of Complete Inspections this Fiscal Year: 2 <br />Page 3 of 5 <br />
