Compliance With Mine Plan N - Support Facilities Not On-site <br />N - Other N - Special Categories Of Mining <br />R - Processing Waste N - Topsoil <br />COMMENTS <br />This was a partial inspection of the Roadside Portals Mine conducted by Brock Bowles of the Colorado Division <br />of Reclamation, Mining and Safety. Tonya Hammond of Snowcap Coal Company (SCC) was also present for the <br />inspection. The weather conditions were sunny and cool. The temperature was approximately 60 F and the ground <br />conditions were damp. The mine had received over an inch of rain on November 5, 2015. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The soil around the south portals was as damp as the surrounding soils. No overland flow was observed <br />and there was no water flowing in the French drain ditches. <br />The six culverts under the Coal Creek Road were free and clear of debris (photo 1). The culvert in ditch D -D2 <br />under the Coal Creek Road had been cleaned. The sediment build-up above and below the culvert had also been <br />removed (photo 2). <br />The ditch to the Carey Pond was dry as was the ditch flowing north of the Carey Pond. The Carey Pond did not <br />contain water. The 20 foot deep hole in the bottom of the Carey Pond was still there. <br />PROCESSING WASTE/COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />The rills noted in the last inspection report on the Roadside Refuse Disposal Area had been repaired. <br />Hand tools were used to make the repairs therefore the disturbance to the area was minimal (photos 3 & 4). <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />Number of Partial Inspection this Fiscal Year: 3 <br />Number of Complete Inspections this Fiscal Year: 2 <br />Page 2 of 3 <br />
