Box 479 <br />Hotchkiss, Colorado 81419 <br />July 22. 2013 <br />Mr. Brock Bowies <br />Environmental Protection Specialist <br />Colorado Division of Reclamation, Mining and Safety <br />1313 Sherman Street, Room 215 <br />Denver, Colorado 80203 <br />Re: Oxbow Mining LLC, Reclamation Waiver for Woody Plants. <br />Dear Mr. Bowles: <br />Most of the Hotchkiss Ranch Property where Oxbow Mining is conducting coal exploration and <br />methane drainage drilling and reclamation activities consists of large expansive areas of woody <br />plants, trees and shrub species. As the existence of open grass meadow areas are at a premium on <br />our lands, reestablishment of woody species is not desirable.
