R1CT 9 <br />ID #05-04674 <br />Sealing Plan <br />Dear Sir, <br />The Elk Creek Mine has been listed in a Temporarily Idle Status since December 30, 2014. The <br />main ventilation fan has been shut off since December 19, 2014, and no personnel have entered <br />the mine since that time. <br />Oxbow Mining is now making plans to permanently seal the Elk Creek Mine. There are two 16 - <br />foot diameter slopes, a four -foot diameter temporary shaft, and three 16 -foot diameter main <br />ventilation shags that need to be sealed. <br />The attached plan and precautions will be employed in order to permanently seal the Elk Creek <br />Mine as directed under 30 CFR 75.1711-1 and 75.1711-2. This plan has been modified several <br />times since its first submittal on April 7, 2015. Changes have been incorporated as discussed <br />between Oxbow and MSHA personnel in Denver on August 6, 2015, as well as additional <br />precautions requested by MSHA by email on October 8, 2015.
