November 11, 2015 C-1981-014/Southfield Mine RDZ <br />SIGNS AND MARKERS — Rule 4.02: <br />Rebar remains from a sign near the intersection of CR92 and CR15 per Mr. Robeda. This should be removed by <br />EFCI, or it should be explained that this is not EFCI responsibility. <br />The disturbance boundary near Pond 5 and the entrance road is not delineated with signs as well as it could be; <br />DRMS recommends that EFCI add additional signs. <br />The perimeter of the new portal reference area has been marked by EFCI with orange and white pins, which are <br />approximately 2.5 feet tall. Carin Corley mentioned their concern that the new portal reference area was not <br />marked consistently with the same "t" post as used to mark the old portal reference area and the grassland <br />reference area. <br />OFFSITE SUPPORT FACILIITES - Rule 4.04, 4.28: <br />At the loadout, the pond areas (Pond L1 and Pond L2, which are Phase I areas) have been graded well as they <br />conform to the surrounding topography. Also, there was no erosion, the primary sediment control BMPs are in <br />place and functioning (at the west end, one of the silt fences is laying on the ground but it is redundant as the one <br />above it is working), and there was very little problem with trash (a tire and some bottles were found). The <br />branches dumped on the site previously by unknown parties remain, but they appear to make small animal habitat <br />and cause no problems. <br />There is a potential issue with the vegetation at the reclaimed pond areas. While there are currently a significant <br />number of plants at these locations, very few perennial species were seen. Therefore it is uncertain that this cover <br />will control erosion, and the vegetation in this area is not similar to the reclaimed area or surrounding undisturbed <br />area (please see DRMS Rule 3.03.1(5)). <br />See the Topsoil section below for a list of measured topsoil depths. <br />Number of Partial Inspection this Fiscal Year: 4 <br />Number of Complete Inspections this Fiscal Year: 1 <br />Page 7 of 36 <br />
