The weather was clear. The ground was dry. <br />The primary purpose of the inspection was for the pending bond release application (SL -03 is Phase I, II, and III). <br />In addition to the DRMS staff mentioned above, attendees included: <br />Al Weaver and Kent Gorham, representing EFCI <br />Jack Robeda representing the Warnock family and Las Cruces, LTD. <br />Carin Corley and Daryl Mergen, representing Dr. W.D. Corley and the Corley Company. <br />Mr. Robeda was present for the first two hours (approximate) on the first day, when CR92, the truck tunnel, and <br />part of the facilities area were inspected. Carin Corley and Daryl Mergen were present for all of the inspection <br />except the loadout (first part of second day) and the very end of the second day (inspection of substation and <br />sealed wells and holes). <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The rill near the northwest corner of the truck tunnel does not appear to be significantly worse in terms of width or <br />depth, however, it appears to have moved upgradient approximately 20 feet in less than two months: during the <br />September 2015 inspection the distance from the upgradient end of the rill was measured to be approximately 60 <br />feet (using a Range Finder) from the sign that says "Bump" along the entrance road, and the distance from this <br />same sign was approximately 80 feet to the upgradient end of the rill (per the Range Finder) on 11 November <br />2015.
