1. <br />2. <br />3. <br />N <br />I <br />National King Coal, LLC <br />Coal Lease Application <br />COC 62920 <br />CO-SJFO-00-102EA <br />DECISION RECORD/RATIONALE <br />Decision <br />The recommendation is to offer for competitive lease the <br />1304.51 acres in the National King Coal lease application (COC <br />62920) subject to standard lease stipulations contianed in <br />(Form Number), and standard special stipulations. <br />Relationship of the Decision to the EA <br />Two alternatives were discussed in the EA: the Proposed <br />Action (Alternative 1) and the No Action Alternative <br />(Alternative 2). The decision is to implement Alternative 1 <br />by offering the application area for competitive lease. <br />Rationale <br />The decision is consistent with the objectives of the San <br />Juan/San Miguel Resource Management Plan. The BLM actively <br />encourages and facilitates the development by private industry <br />of public land mineral resources so that national and local <br />needs are satisfied and economically and environmentally sound <br />exploration, extraction and reclamation practices are <br />provided. <br />Other Factors Considered in the Decision <br />None <br />Mitigating Measures <br />Weeds will be treated on an as needed basis. <br />If museum quality fossils are encountered, operations must <br />halt and <br />the BLM <br />will be <br />notified <br />immediatel <br />Y• <br />6. Monitoring <br />Aside from monitoring done by the lessee, all surface <br />disturbing and mining activities on the lease will be <br />monitored by the Office of Surface Mining, Colorado Division <br />of Minerals and Geology and BLM during the mine and <br />reclamation plan permitting process. <br />
